Here is a 1991 GSA Godinger Silver Plate Vase Art Nouveau Flat Fan Shaped and includes insert.  The insert is very important for proper use of the vase.  It is tarnished--not polished--but I feel that is up to the buyer to do as they prefer.  It measures 9.5" tall and 8" across at the widest point.  There is a date on the bottom and sticker marked GSA.  SEE ALL photos and message me with any questions.  Will be shipped Priority Mail.
