Chinese Brass Bell with Enameled Bird Medallions

This is a small tabletop brass bell with oriental styling. It stands about 9" high and has a small brass hammer to ring the bell. It consists of a brass base and a upright part from which hangs the brass bell. There are brass medallions all around the piece. The bottom center medallion has a bat and the rest are birds with multicolored enamel work. The upright portion fits into holes in the base and it is not fastened in securely.  It looks like somebody tried to solder it but that didn't work. The result is that the top is loose but still stands mostly upright with a bit of backward lean. I don't know if this is Chinese, Japanese or perhaps Korean.
